Can an employer tax credit encourage living organ and bone marrow donations in Kentucky?

That's the idea behind HB19, known less formally as the Living Organ and Bone Marrow Donor Assistance Act of 2016. The bill has been pre-filed for consideration during the 2016 Kentucky General Assembly, which convened this week.

If the bill passes, Kentucky employers whose employees take time off to donate would be eligible for a tax credit worth the amount of pay the employee received and the cost of any temporary help hired during the leave of absence period, plus associated costs.

The reasoning is that "potential living donors should be able to perform their life-saving service without the risk of loss of income or employment," according to the pre-filing. Continue reading
